Doesn't SA already have the largest indebtedness in the state? Nothing is said about city revenues from its various development agreements and municipal corporations. The real discussion needs to address our structural limitations as to what civic success looks like. After all, in Governance and Foresight by the Prosperity Index metrics, SA ranks "below average", #151 out of 250 U.S. cities. We are deeper into the hole than talking about balancing the current budget.

If you mean on a per capita basis re: municipal debt then yes San Antonio is most indebted. But there’s no future of civic success without escaping the municipal overspending reflex.

City leaders have always taken pride in their AAA bond ratings & GDP economy; they bank upon low borrowing interest rates to finance their "Vision" the past 40 yrs. But, that "Vision" is indefensible given our nat'l scorecard; city leaders have double-downed on their "Strategic" ED plan, which isn't strategic at all. We need a true paradigm shift and the smarts to go with it.
