As I recall, as I wrote about it at the time in a Letter to the Editor, the Council & city Mgr were trying to determine whether to max their safety budget up to 67%, which I felt was feasible. But, when crime stats are down, there isn't a mechanism to downsize except by attrition. What we've needed to see is an equal concern re: performance metrics around the city's long-standing rankings in structural poverty, impoverishment, & economic segregation.
